Could someone tell me why out of state plates would hold such value to law enforcement? If your speeding along with a group of semi's there are other reasons you are the one that gets stopped. It could be as simple as you were the easiest to pull over. Stopping a large tractor trailer is extremely dangerous. Stopping a smaller vehicle accomplishes the officers goals. He/ she gets credit for a citation and other passing vehicles get the message that enforcement is taking place.
