I spent almost 30 years as a cop and California and never heard of or saw such a thing and I would have no idea what in the world that would have to do with the economy. The fine is the same whether you have a California plate on your car or an out of state plate so what possible difference would it make? It's actually probably more expensive for the Courts to collect from out of state drivers than California licensed drivers. I can also assure you 100% that to the cop on the street writing the tickets the furthest thing from his or her mind is collecting revenue for the State. That is something the higher ups are thinking about, but not the guys doing the job. And in fact Police Unions have got legislation passed and fight vigorously any effort by agencies to set quotas on traffic tickets.
