Sometime in the last year, I think, California began putting up those signs, and maybe Oregon just began the same. Prior to that, the sign said something like, "Automobiles towing, maximum 55 mph". Have a close look the next time you drive on a major highway.
You may have just started noticing them last year but they have been there for a some time, 9 years that I know of.
