In answer to your question, no..my policy was 15 over but I was a City motor cop not a CHiP... I could write at least 20 tickets a day if I were so inclined as no one sees a motor. That said, there are times when there is a zero tolerance issued..(usually because of a rash of accidents). When that is issued you may see the 1 and 2 mph violations as everyone gets written.
Regardless of what you watched on CHiPs, their main objective is traffic enforcement as it is to motorcycle duty. I qualified in court as an expert relating to speed enforcement. As such I could estimate your speed and it would hold up in a court case. Many Chippies are so qualified. Good luck if you speed in California.....Dennis
