I don't agree with blaming the "victim" of this "crime". The first clue that the stuff wasn't abandoned was the guy tried to take a locked surge protector. It's really sad that folks have to lock everything up (although in this case it almost didn't work) or hide things away to prevent idiots from stealing stuff. If it was me, I'd report it to the office of the cg.
I've seen plenty of things left at a site by a rv owner because they were sight seeing for the day. Never in my wildest dreams did I ever consider taking anything because it might be "abandoned". What on earth is wrong with people??
