My take - neighbor was wrong. Even if he thought the stuff was abandoned, he clearly didn't waste any time to run over there and grab what he could. Self contained guys (A/B/Cs) have a unique situation they have to deal with unless they have a separate vehicle.
I don't think the OP should be blamed, but if it happened once, I probably would not let it happen again. Leave a note on the post that says 'Im coming back'!!!!

That's my point it's happened at least twice now.
How many times does it take to decide to take a different approach. Your avg. camper is not paying enough attention to realize the OP is in a class B and will return.
When the OP comes back it's his stuff that's missing. He can do all the finger pointing and place blame wherever he wants. but at the end of the day he's the one chasing down his own stuff.
If he doesn't mind tracking down his stuff continue the same routine.
If he wants to ensure he has everything take it all with him and use a sign and some flagging tape to mark site as occupied.
He's repeating the same action over and over expecting a different result.
Keep leaving your stuff out and someone will keep claiming it.
I agree the neighbors maybe wrong but that doesn't solve the problem.
Taking everything with him will resolve the issue.
Another option is to mention to the neighbor that he's leaving but will return. This may keep the closest neighbor in check but may not stop others from claiming the perceived abandon property
If the OP is truly concerned about theft out of sight out of mind is a basic approach to take.
