Who owns the camp site has nothing to do with it. What's going on is not theft. People are mistakenly believing the OP has forgotten his stuff and are claiming it.
If it were theft why has the OP not called the cops? If someone stole my stuff and I caught them I'd call the cops right away.

Your arguement would be a lot more valid if the thief hadn't tried to steal the expensive surge protector as well. Of course, without video, we don't know if it was this particular thief that tried to steal the surge protector...it could have been some other miscreant.
As far as reporting the theft, I don't think I'd report it to the police either. While they shouldn't have been stolen, the blocks and cable aren't worth a lot. Reporting the theft to the cg office would definitely be appropriate though. Perhaps there are others who are missing items as well that this thief thought were "abandoned" and his/hers for the taking.
