Yep, the less than ethical folks have it all covered if they get called on what they are up to.
If you pack up everything so they don't steal it, they will take the camps site claiming it was unoccupied, regardless of what the tag says.
If you leave something to mark your site, even a cone that says occupied with your name on it, that take whatever is there and say they thought it was abandoned.
Sounds like kids making all kinds of excuse for bad behavior.
There really, truly, is no excuse for not turning in something you thought was left by accident.
