I think Prevost just does it that way as other chassis manufacturers (Freightliner may have done the same). I remember when the Allegro Bus by Tiffin went to the Spartan chassis and that's when I noticed the matching wheels. Monaco also did the same on the Roadmaster chassis having matching wheels.

Mr. Mark, you keep referring to "matching" wheels. I guess you mean that both wheels match the same orientation, right? I believe the wheels are exactly the same it's just that they reversed the orientation of the tag axle to put the hub on the outside.
In fact, I think you could switch the tag wheel and the drive wheel by simply taking them off and mounting one in place of the other. They are interchangeable, right?
My mechanical knowledge wouldn't fill a thimble. When I had the new tires put on the Dynasty last year, I noticed how 'deep' the tag wheel was to match the drive wheel. It really served no purpose other than looks in my opinion. The drive inner wheel actually has an ugly plain steel wheel. It appeared to me that the drive wheel could be just like the front and all the wheels could match without the deep wheel and large hub.
To me, the tag is not reversed but I could be wrong. The wheel just wouldn't look like it could be reversed and have that 'bowl' look.
