Don't be so judgemental, it is obvious you have never been in a similar situation, nor do you know what you're talking about. You don't know the gentleman's situation, and frankly nor do I.
However, I have been in almost the exact same situation. Although I paid a ton of cs, the ex used only a portion of it for the kids. Despite the cs amount being enough to pay the mortgage, clothe the kids and feed them, I wound up still buying them clothing, all while sometimes skipping meals because, although I made a good buck, I had little left over after paying her.
Did I view the kids as a burden as you imply anyone who complains about paying cs? Absolutely not. I stayed as involved in their lives as possible, becoming a scout leader to spend more time with them, etc.
Oh, and my youngest is now living with my relatives because it is close to where he attends college. The ex wanted to continue the cs and not pass along the money to my relatives.
So, is it the guy viewing children as a burden, or is it the gal viewing them as a cash cow?
