You tie a dog out, it digs, you do nothing but let the maintenance people take care of it and then complain when you are charged?
It isn't irresponsible dogs, it is their owners that cause problems for everyone. Soon there will be no places that allow pets because of actions of irresponsible owners. A well trained dog wouldn't be digging.
Sorry, but if the dog (or kid, or adult for that matter) does damage, then they pay to have it taken care of - and I don't care if they were doing landscaping work in the area.
