Dogs and kids should be locked up in a comfortable prison like enclosure whenever their parents and owners are away. Just joking, of course. Truth is a responsible pet owner would never leave a dog tied up like that. Its called respecting property owned by someone else. Many public (state, federal, local) camp grounds have specific rules against that type of situation.
