I tie my dogs to my chair when I sit outside, but I do not leave them alone. DW or I are there. Leaving dogs chained by themselves is bad for the dogs disposition.
IF the mess was normal wear and tear you should not be charged. IF it was more....
I have seen humans leave messes also.
