Hard to know of course without seeing the Hole, but I suppose one would have to know what the worker was paid per hour plus taxes and benefits. And then how long it would take him to not only rake the dirt, but ALSO MAKE it good as new.
That could be 5 minutes or much longer. If it took him say 20 minutes, some grass seed, some more dirt etc. 20 dollars or so could be a very fair fee.
Would have to time him I suppose, And get a cost for materials to get an exact estimate. So may or may not be excesive at least in my opinion. So not sure the term "cash grab" really applies in this case
