Just last night four of my neighbors lost all of their aluminum alloys rims to druggies. They got a total of 16 alloy rims/tires in probably 15-20 minutes total time.
I have a problem with the buyers of this kind of stolen metal. Someone showing up with 100 cats or 16 alloy rims to sell for scrap with no wrecking yard business should be a red flag with a spot light shining on it.
Saw a builder with a load of ladders/ladder boards and I asked why so many. He said he was down at a scrap buyer yard and got them for a little over scrap price. He had to expect they were stolen.
The last time I went to a recycle place here in our little town of Ramona CA, to turn in some scrap aluminum, a bunch of cut-offs from various TIG welding jobs, they would not give me my money directly. I had to wait for a couple of days while they checked out my credentials, i.e. drivers licence, etc. I guess that's a standard practice here. Don't know about any place else.

County tried to pass a law concerning used goods/junk stores/pawn shops, setting up identification procedures and number of days they have to hold stuff. The antique dealers showed up at the public hearing just a screaming that we did not need any such laws. It got voted down, go figure.
