I have a 2006 Tioga on a Workhorse Chassis,14050 GVWR chassis.
What I have seen is that all Workhouse chassis came with them,where the non Workhorse chassis of the same vintage did not have them. They may not have put them on the 12,300 lb GVWR chassis.
Are you sure that it is a Workhorse Chassis? Does it have this badge on the front fenders?

I see no reason that you could not install one.Here Is One that would fit, It looks exactly like the one I have on mine,same size.
On Edit: Do you have the stock shocks? I replaced mine with Bilsteins they really improved the ride and lean,side movement,porpoising and overall handling.
