Nothing will stick to the original primer. I tried to touch up with some duplicolor rattle can primer and paint from Oreilly. I had planned to only hand sand the areas that had peeled, but the more I sanded the more paint flaked off. I decided to just stop sanding and scuff up the clear coat around the edges and spray over it. I primered, painted, and clear coated. It started flaking in the same spots within a few months.
I think the only way to do it right would be to take it off, take it down to the metal, and paint the entire hood.
Or for about $5 a can you can touch it up every so often. Using the paint code from the door jam I was able to get a really good match.
