Yes, it's a spare towbar. served two purposes. 1) I could actually use the BAJA to move the van a short distance in an extreme emergency. Either push or pull depending on circumstances.

The main purpose was to tow another VW if I found the right deal and the Wife would follow in the BAJA. Didn't find one though.
The front mount was a convienant carry location.

PS Did you notice the addition to the Van rear? We now have twin beds on either side with plenty of room. Table in middle that lets down for a full bed if we want. Also box attached to bumper for stuff and a rack on front for our 2K honda generator. Took about a week for us to modify it.
