The biggest problem would be to get the horse to walk up the fairly steep ramp to have them ride above the top of the wheels of the RV. Some of the toy haulers have a platform that lifts to the height of the RV floor. Not sure how the horses would react to being lifted.
Trying to build an RV with about 3,000 lbs of available live load capacity on the rear axle is doubtful. The horses would also present a very top heavy load. ;)
