Combination Blue -OX and Bike Rack
Is there a tow hitch which will accomadate my Blue OX tow bar and a bike Rack or just a shelf I can bungy my Bikes on.

You need one that clamps (and locks) to the tow bar, and, with the removal of one clip, swings away from the rear of the coach letting you have access to the engine.
