Effy, we have only one holding tank for black and gray. I, personally, really like this set-up. Our tank is large at 189 gallons. We also have a 'grey water by-pass' that I can activate to allow any grey water to go outside.
I can hook up a hose to that spigot and run it to a flower bed or just let it drain outside (just soapy shower water, sink water). Now, 99% of the time I don't use it that way as it may not be allowed.
When we're at the Liberty Coach service center in their RV park holding area (electric only at site), they are completely OK with it. I run a hose to a flower bed behind the coach so the gray water can water the plants.
We can release all holding tanks (including fresh) with a touch of a button from inside (air valve operated).
So, to your original question, I don't see any problem opening the valves to your gray and black and sharing the tanks. You can always give them a good flush at your next stop when you have good hook-ups.
I think the reason why most RV manufacturers use two tanks is they are normally on the smaller side. So, if your gray tank fills quickly, you can release it much easier than dealing with black AND gray (I know there are laws that you should follow). Two tanks are easier to install than one large tank with limited under bay space.
