Based on the fact that the exchanger fans run when there is a call for heat but put out no heat, I'd bet on stuck check valves. Unless, of course, the pumps are not running. In that case, there would be no boiler coolant being pumped to the exchangers.
Give those check valves a tap or two and see if that helps. If the coach has been sitting for a time with no use of the AH, I am told sticking valves is not uncommon.
