Your meter pegged in one direction then the other when you switched the leads because battery/converter voltage is pegging the needle, there is a difference in voltage on each side of the fuse because it's blown. The other fuseible link only pegged in one direction because it's good and the voltage is the same on both sides.
You can't measure resistance like that with power in the circuit. Remove one end or the other of the fuse then check resistance. I would almost guarantee the fuse is blown based on what you've said.
As mentioned you may have a shorted cell in 1 of your batteries.
