Actually, OSHA has nothing to do with you as an RV owner refueling at a fuel pump. The "O" in OSHA stands for Occupational. OSHA covers employers and their workers not a private individual filling their gas tank. Also the standard 29 USC 1926.152 that you mentioned is for construction employers and employees.
