I think JetA is asking 1) Why were these laws instituted, and 2) Are those reasons still valid given today's modern fuels, pumps and vehicles?
JetA is simply curious and wants to learn more. I'm certain that he understands that this is the defacto law in most jurisdiction and I'm also rather confident that he turns off his engine whenever he refuels.
Besides it "being the law" I'm curious what are the "other" pros and cons of turning off the engine.
