The 12 VDC light affecting refrigerator operation certainly suggests an electrical issue.
Check both positive and ground circuits at the refrigerator (clean and tight).
Also, next time this happens, with your digital voltmeter, check voltage reading between the refrigerator positive and negative terminals. If good there, remove the protective cover for the PC board and check there.
