I know of a lot of RVers and RV-related web sites that call towing two trailers "triple towing", but I know of no states that define it that way officially. (I could be mistaken there, of course.) They may refer to triple combination vehicles or something like that, but that's not at all the same as triple towing.
Regardless, triple towing makes no logical sense if there are two trailers. It would follow from such usage that double towing means pulling a single trailer, and single towing means not towing any trailer at all.
