I believe that you will find that this is not a Ford supplied item. It was most likely installed by the house manufacturer (like the seats etc.), unlike the seat-belt installed in your F250 which was installed and provided by Ford.

Ha! Does Ford do anything for free?
Our Mountaineer's driver seat belt did this just last week. I took it to the Ford dealer and was told that they would not repair the thing, only replace it with an entire new assembly, due to liability concerns and reliability of the belt properly working in tandem with the air bags. The assembly is no longer produced, but a few were on hand only in Detroit (and only in the wrong color) for about $480 plus labor.
I took it to a small auto repair shop that I trust, and they fixed it for less than $100. - Passin_ThruExplorerTake it to Ford. I believe they fix them for free! They did mine anyway on a 250.
- Gravity switch could be hung up. Rap the retractor to see if will pop loose.
