Yes and yes.
The tipping is called SWAY and .. Well RV's tend to be "Top Heavy" with around 200 pounds of Air Conditioner on the roof. plus perhaps some other stuff. Cabinets full of Stuff all about eye level when INSIDE. and not nearly enough down where the axle is to offset.
SWAY bars can be upgraded by most RV dealers to improve this tipping.
The "Drift" (over steer) is likely "Tail wag" this is where the body moves slightly over the axle (right and left) Common with Leaf Springs. the solution is a TracBar or two.. Again Start with rear, (I started with front however and very happy).
The other improvement you likely should make is a steering stablizer. I suggest one with Remote Re-center so you can adjust from the driver's seet if needed due to conditions.
