Well that depends on a few things right? Mainly I wasn't actually sure if this is an accepted practice, hence why I asked the question here. Secondly you never know if the ofending person is ignorant or apathetic. I didn't notice it until I was packing up to pull out as there was a line behind me, But when he noticed me checking out his "procedure" I sort of got that "what are you looking at?" sort of thing that suggested to me he knew very well what he was doing.
