Well that depends on a few things right? Mainly I wasn't actually sure if this is an accepted practice, hence why I asked the question here. Secondly you never know if the ofending person is ignorant or apathetic. I didn't notice it until I was packing up to pull out as there was a line behind me, But when he noticed me checking out his "procedure" I sort of got that "what are you looking at?" sort of thing that suggested to me he knew very well what he was doing.
And lastly it isn't your responsibility. We cannot critically think for others. Common sense is learned through making a mistake and having to pay the consequences. I think it is irrational for someone to berate you on your very innocent question. The thought process for the dumper and dieharder is in question, not yours. People hate the truth and the simply put, you should have reported him. This is why we have police and park officials to deal with the obtuse.
I get involved all the time in my community and direct and correct all the time (teenagers looking for trouble). On the occasion that I must dial 911, the first thing the operator says is "do not confront the individual". There is a reason for this, safety. Others are correct to assume that you could get more than you bargained for by confronting someone. If they care so little about doing the right thing, it seems illogical to approach someone with good intentions.
