I don't believe my communication indicated in any way that I would call 911 for a barking dog, much the contrary. I would ensure that the banging on your door at three A.M. was as loud as the dog to wake you up. Then I would ask that the dog is quieted for the night. If it were recurring, then we would get the city code enforcer involved. A dog barking for an extended period of time is as wrong as any noise complaint at 3 A.M. but not an emergency.
For the record, you have called 911 twice more than I have.
