Lots of the mid to later 90's class A's have 5000 lb tow rating. I bought my RV earlier this year. After lots of looking, I decided that a 96 or 97 F53 (just before they went to V10 and 19.5" wheels) was the sweet spot for value. If you find one that needs some work, you can spend $5,000-$10,000 depending on options and work needed. The V10 would have been nice since it's a newer generation of engine, but my 460 with the Banks stuff gets the job done pretty well. I also like that the 16" tires are much cheaper than the 19.5" tires.
When I was looking, I couldn't find a early 90's RV that had the value I was looking for. They were either way more work than I wanted, or cost just as much as the slightly later model RV's.
