You shouldn't have to move the switch from LOW to HIGH. The Cummins ISL should do this automatically for you if you set the "Cruise Control Speed Delta for Minimum Engine Brake - Parameter" and the "Cruise Control Speed Delta for Maximum Engine Brake - Parameter"

Have you tried leaving it on HIGH and seeing if it only applies the minimum on slight speed increases?
