Not easily. Normally it's a screw jack type movement, if the screw doesn't turn it's not moving.
You can disconnect the screw or nut temporarily if you need to move it, but the easiest way to do that is to remove the seat.
The power seat on my parents Tiffin malfunctioned and I needed to remove the seat to fix it, using the above method.
So after that long winded response, the short answer is no, it can't be done. :B
