If your Fleetwood is like my Fleetwood, there is a separate electric switch for the hot water heater that is remote from the LP switch.
In ours it is a residential style electric switch located to the left of the vanity mirror in the bathroom.
When it is turned on your LP burner will not initiate. We always turn the LP switch off when connected to shore power.
A call to Fleetwood should answer your question. Have your FIN number handy.
