Even with power to the unit, if one or both of the sensors are bad, then no joy.

They are 'thermostats' (pre-set snap disc) and that is why you check for voltage to element. 110V has to go to/thru the t-stats prior to going to electric element.
Prior to 2004 they are on backside of tank with the element.
After 2004 only one set of 't-stats' for both electric and propane and they are on the tank in outside compartment.
Combined set should only cost $18
