I am posting this as being a possible source of the OPs "Hot Skin":

And yes, the there was NO shore power cable connected, this was a deliberate attempt to demonstrate the capacitive coupling between the 6KV line and the RV when said RV was NOT grounded through a shore power cord or any other conductive path to EARTH.
