have you installed the "snorkel" on the air intake so that it does not pull in water off the road? if not, that will suck road water up into the air filter exactly as you described.
I didnt buy the snorkel when the cure was first announced in a RSB? and waited a couple of years and the price doubled. when I traded it off, the unmounted snorkel was in a dinette drawer. that was on the 1999 Ford V10 chassis under my chieftain. mine died once on the ocean access road on the Florida panhandle during a monsoon. managed to limp into my campground and once dried out, no further problems.
