In WA state if you have "approx" $350.00 in repairs and you still fail you can get a waiver and you are good to go for 2 years. The $ for repairs can be spark plugs, carb adjust, thermostat, etc as long as it an emissions qualified mechanic doing the repairs. I did this to my 86 Minni Winni I use to own. I actually passed emissions after having the service done but I would have gotten a waiver either way.
