Our's has a city and pump valve in wet bay.
And when you're not getting anything out of the faucets, what setting do you have the valves on?
Not all of them work that way, though and ours is automatic with check valves in the line and the pump can be run at the same time with outside water pressure. It does however have a big ball valve near the water inlet, but that's for filling the tank only. The OP could have some inline valves near the pump as well.
