I know I'm probably opening myself up to a bunch of snarky comments, but I believe the only stupid question is the one that doesn't get asked, so here goes... When I had my DP I could fill up my tank...

The limits began as a precaution against fueling mishaps.
It's not out of the realm of possibility it's also morphed into a way to get you into their store and their high-profit snacks.
