My guess the pump limit can be set buy the merchant or there may be a cap per their credit card processor, my guess would be merchant. Either way when a merchant says its someone else keep in mind that this is not the owner, its just Joe blow working the register. I highly doubt they have a clue of what is going on and I would not believe a word they say. Secondly, I doubt the merchant even knows how to change the limit if he could based on todays complex systems. As far as them being charged back, I can not verify. Only way I know a merchant can get a charge back based off of what is posted below.
Now here's a CC fact many may not know. Most merchant's may not ask to see your ID when you use your CC. There are a few exceptions such as places that ID everyone, rental companies, and a few others. However, a merchant can deny your credit card if the back is not signed. If they ask you to sign it and you refuse they do not need to accept your card. Those that put "see ID" on the signature line are also supposed to be turned away by the merchant. Messed up but that's the way it is. For charge back to the merchant if the sig is relatively close and the merchant gets a good magnetic swipe of your card they are good. If they hand punch in a CC# then they need to make a hard copy of your card or they can deny your card if they cannot get the magnetic swipe to work.
