I have seen folks set up a camp site and even build a fire in a WALMART parking lot. Some times they post several chairs around there spot to try to keep other folks from parking near by.
Some of us a not very good neighbors when spending the night. At a rally in NC we saw five rigs taking about 50 parking spots in a WALMART parking lot because they were to cheap to buy a rally tag.
Flagstaff has never caused us any problems and we enjoy Black Barts for over night camping.
