Something does not sound right.
When hooked up to city water (specific city water hook-up, separate from fresh water tank fill hook-up), it should not be filling the "Tank", should be just pressurizing the lines to faucets & toilets, to provide water to the unit.

When connected to city water couple ways for it to fill fresh water tank.
1) Most common--Water pump internal check valve NOT closing so city water pressure backflows thru pump. Rebuild pump OR for $10 install an in-line check valve on pump suction line.
2) Water works/utility/wet panel......fill valve leaking thru which goes to fresh water tank. Rebuild/replace valve
