Nope, the handle is still staying inside just like it's supposed to. It even feels normal when pulling it out.
If it truly feels normal when you pull it out, maybe the valve is opening & something else is blocking it.
Two things to try:
1. While the handle in in closed position, loosen the 4 bolts holding the valve assembly in place. When the bolts are evenly loosened, slowly open & see if any change.
2. If above doesn't work, close valve, remove hose and with a rubber glove on reach your fingers up the outlet until you can feel the blade of the valve. Try to put some pressure on the face of the valve and slowly pull the handle. If this works you may get wet and try to have the hose close at hand.
