Here is one chance in a million, but it is something I deal with all the time. When the tank was installed the plastic "circles" or blanks that were cut with a hole saw for the piping install may be floating around in your tank. They can wash over the outlet to your valve and completely block it off. Happens to me a couple of times a month but I deal with it because there is no way to get the blank out without dropping the tank. Here's how to deal with it if that is the problem:
Hopefully you have "Y" to combine the black and gray tank outlets to a common hookup for your dump hose.
Install a third valve at the hose connection. Get one that just attaches like the dump hose. Make sure it is closed.
Close the black tank valve and fill the black tank with fresh water so it has plenty of volume.
Open the gray valve then open the black valve and allow the black tank to blast back and move the blank away from the drain hole in the gray tank. You should hear it bubble, bubble, bubble.
Close the black tank valve and open the third valve on the hose. Hopefully the gray will drain! If it does then close the gray, open the black and drain then open the gray to finish the gray drain and to clean the hose.
