It may not be a delamination especially because your MH is new. To check for delamination coin tap the area around the bump then tap the bump, if it is delaminated you will hear a thud noise and more of a sharper ring to the surrounding area that has a good bond. How much does the bump stick out from the surface of the sidewall? It could be an area where resin pooled during the bonding process if it was there when you bought the MH. Also check to see if there is something attached to that area inside the MH with a screw or other type of fastener that maybe too long and may have pushed the outer skin out.
