There are way too many people with a few doughnuts short of a dozen. It happened to us. Traffic was heavy and people were going around us rather easily. I get this same clown who does this to us. Paced us in the left lane on a two lane highway. Traffic was backing up big time. I usually try to ignore dirt bags like that, but this was probably starting to get tempers in a flare up behind us and who knows, would probably blame us. So I slowed down figuring he would pass, nope, same as OP. This went on for 6-10 minutes with nothing we could do. Tried speeding up without success.
I just wrote it off as some weak little man who finally had control of something in his life and didn't want to give it up. I thought about pulling off on the shoulder to let traffic by, but I wasn't about to loose control or pickup something in my tire because of him.
We've had joker swerve at our driver side front corner into our lane partially for no reason, probably thinking they could get us to loose control.
