1. What is the outside temp?
2. The ONLY part the tech could replace is the electric energizing coil.
3. MOST INPORTANT INFO IS NEEDED----Year of RV and Model of Heat Pump unit. That determines the parameters of the HP operation. Newmar usually used Dometic Penguins on their hi line models. The OLDER Penguins, the default WAS heat if the reversing circuit failed. The NEW models (past 3 years) the default is COLD when the reversing circuit fails.
4. I fail to see why you are faulting Newmar and Dometic. You have not stated you have taken it to a QUALIFIED repair facility. Just a Mobile "tech".
5. Do you have a furnace(LP) or do you have the Diesel fired Aquahot type system (also known as Oasis)? The HP's should default to those if the outside temp drops below 38 degrees, and not blow cold air, UNLESS the units went to defrost mode. but should not blow cold air in Defrost mode.
6. You have NO electric heating elements at all on the roof top units. Doug
